And the rule is a 2 shot penalty, which he was assessed. He even reached out to he USGA to see about whether he should be disqualified, and they said no.
To me no different than an intentional foul or intentional pass interference. Yes, you are knowingly breaking the rules, but strategically, it makes sense in the situation. You take the penalty and move on. If the penalty is not right, change the rules.
