I feel your pain. Now, the air in my place is 70 degrees year round. frick being hot to save a few pennies.

Ironically My house has the internally concrete walls and "energy efficient" insulation. The contractor installed a 2ton. Compressor and 2.5 ton air handler.
He incorrectly assumed that the insulation would help.
It does help with sound but not much else.
Oddly enough it quit cooling for a short period during last night's storm but started cooling after it let up.
71 at vent during storm and 60 at vent after running the whole time.
