These are miserable conditions to me

I may be crazy, but I also think comfortable temperature for me can also vary by house. At my parents house (much newer than mine) if their thermostat is set to anything below 74, I'm freezing. At my house, I'm comfortable in the 72-74 range. At my friend's house, at 72 I'm sweating and miserable.

Absolutely. Has to do with the layout of the house, insulation, sun exposure/windows, etc.

My townhouse was built in 2016, is very small (1,400 sqft), and has all of the modern insulation in the walls/attic and windows.

One HVAC can drop it from 75 to 68 in an hour

One or both of your thermostats might be off

I’m reading some temperatures in here from people in the south that would force me to leave their house

I can’t go to my brother’s house for long because it’s like 75 in there

That's a combination of things. Your parents house has an oversized unit. The unit starts and stops a bunch of times, but never runs for long enough to dehumidify.

It may also be an issue of air velocity. If the unit is oversized, it's probably blowing the air faster, which increases the convection you're feeling.

At your friend's house, it is probably poorly insulated and/or sealed where you are sitting. The air near the thermostat is cooler than the air near walls.
