There have been more La. constitutions than Rocky movies. What makes you think Louisiana Constitution No. 12 is gonna be the shits?

Nor should it be.

One - it's a copout
two - the delegates and balance of power is atrocious in its current flow through the legislature

Probably term limits.

No matter your political beliefs, we can probably agree that there are too many legislatures whose priorities are getting reelected and lining their pockets than doing the difficult work of governing.

For example, I hear a lot of people wanting to cut education spending. But if you want to do that, you need to close some campuses and consolidate universities and colleges. We simply have too many across the state for any of them to have the numbers necessary to have high quality programs. I'd be okay with that, but just cutting the budget across the board leaves the state with dozens of mediocre programs.

The Constitution is there mostly to provide cover for the good ole boys who blame their inaction on the Constitution whenever they can.

It's an excuse, political cover and a way to avoid doing their duty.

This. Legislators don't want power. Power breeds accountability. They like things the way they are because it gives them a shield from being held responsible. If they don't like something, they can blame it on the governor or the Constitution. If they want to avoid taking a tough stance, they make it a Constitutional Amendment and turf it to a vote of the people. By never being forced to take a difficult vote on anything, the legislators are able to more or less assure that once elected, they will be consistently re-elected until their term limits are extinguished (barring some insane scandal or redistricting fiasco).

Yeah a lot of the spending in t budget is protected by statute that the legislature could end by a simple vote....problem is, they like the current set up, Republicans and Democrats
