It probably has a disclaimer about prosthetics, heart or back problems, etc., otherwise the guy would be lawyering up.

Because you can bet your arse that if they get in the habit of doing this and some Vet gets hurt, the lawsuit will say, "they violated their own standards and put the veteran at risk......".

Obviously Six-Flags are worried about getting sued.

Maybe the ride and restraints are such that if the prosethetic legs broke off he would go flying from his chair?
