But whether you like it or not, Congress has oversight over his boss at Justice, Mr. Rosenstein. And they want that document.

You do realize that the DOJ is a creation of Congress? So Congress does have oversight it would be folly to argue otherwise
Personally, I'd like Congress to use the power of the purse and stop funding for the OSC. These guys are nothing but fishermen going all the way back to Lawrence Welsh and Ken Starr
