So the head of the agency tasked with domestic surveillance and investigations, which report to the DOJ and DNI, wasn't immediately made aware by the agency tasked with foreign surveillance and intelligence until after it had gathered more evidence?

I'm not really sure what your point is. Regardless of the merit of this investigation, it makes sense that an investigation into the election began during the middle of the NATIONAL election.
