For the same reasons Dinesh D'Souza got a felony conviction for illegal campaign donations and Rosie O'Donnell will skate.
For the same reason that Michael Flynn was charged with breaking the Logan Act and nothing will be done to John Kerry.
For the same reason that Kristian Saucier was prosecuted for taking top secret photos of a submarine, but Hillary is a free woman after leaking classified information to our enemies over an unsecured server.
It's called a double standard and liberal hypocrisy.
