River level. Can't do foundation work within 1500ft of levee centerline when river is at flood stage. Levee district will citation your arse to the stone age. He put a press release in biz journal a cpl weeks ago so ppl wouldn't think he was broke.
ETA: part of the site is outside 1500 limit, but the Corps makes whole site shut down if a portion is within limit.
