Not necessarily. You can maintain an expectation of winning a national title even if you start losing to Troy. The motivation has to change year-to-year, though. The moment you lower expectations and don't push your players as hard as you can is when you slack up and get beat. This goes for any organization whether it be a college team or a fortune 500 company.
