Even if you could get it through (zero chance), you'd have PACS buying up parcels of land in Mississippi and selling 1/82nd an acre for $1 with the fees being paid by same PAC in order to gain eligibility for Dem voters.

Ha, someone would offer to buy it from them for $1.01 and ~80% would sell.
