Boxer....not necessarily because it will be a good pair, but because they are the most amazing dogs out there. He will also get along great with your other dog though.

I would get a boxer but the dog I just put down had a ridiculous seizure and I'd prefer not to do that again. I've been told boxers are prone to seizures

Boxers are great dogs however the 2 beagles my parents have do not care for mine, they are much older & are ornery.
Southeast Beagle Rescue seems to always have a lot of Beagles needing homes or try the shelter, it shouldn't be that hard to find a small terrier mix.
My parents have a rat terrier along with the 2 Beagles & they get along great.
