In addition, I think you're overestimating his influence in general since you're closer to epicenter of his following. In other parts of the country where there aren't near as many evangelicals, I don't think he had much influence, if any at all. I can't think of one time I've ever heard Graham's name mentioned in a conversation, in religion classes (although catholic), or just anywhere in person.
So to me, Billy Graham was an important figure but NOT THAT important that presidents should he expected to attend his funeral regardless of their relationship.

The only one that is a real surprise to me is Billy Jeff. He may be too far gone at this point, but I do believe he had a moral compass and Christian core at one time. He just never had the self-discipline to give it priority. These days, though, Hildebeast has probably sucked all that out of him. (I'll leave the obvious punch line here for others).
GHWB is too feeble to travel, probably, and handlers don't want to risk a grope-a-thon.
GWB is a bit of an oddity, but he's probably still a probationary member of the #Resistance that he can't risk the backlash.
As for Barry, no comment needed.
