3. Once hired, you not only have better benefits than everyone, but you immediately get step increases. At NASA, they would hire basically everyone into a 5-7-9 or 9-11-12 step position. This means you start year one as a 5, but end year 3 as a 9, or start as a 9 - end on a 12. These positions basically see a doubling in pay within a few years of being hired. That is like being hired as a secretary and being a major account executive in 3 years
Of course, that causes you to get people at the bottom of the barrel of GS12 caliber folks. Because true GS12 caliber people aren't willing to wait 2 years for it.
