I will give a SLIGHT pass on this merely because they're willfully under hiring people. IE, hiring people whose resumes "say" they could be a GS 12 and they hire them at GS9 with the promise of 12.

Of course, that causes you to get people at the bottom of the barrel of GS12 caliber folks. Because true GS12 caliber people aren't willing to wait 2 years for it.
