Haiti is bad. Look at a google earth map of the island and notice the differences between the DR half and the Haiti half.

We stopped there on a cruise several years ago. The cruise company owned a tiny peninsula where they had all kinds of amenities for the passengers. The thing about that stop that stood out in my mind was the 12ft razor wire fence that surrounded us and the people digging in the trash on the other side of the fence. It was awful.
