Waters is silky smooth and he exudes confidence, and he's done things that remind me of CJ. REMIND me of him, but not make me think he's the coequal.

I hate to compare because it always seems like you're criticizing, but:

Chris was a more explosive jumper. Chris would be on the receiving end of alley-oops for dunks. I haven't seen Waters show that type of hops, he seems to move more laterally.

Shooting- CJ had the quicker release, and he'd go into a rhythm where he could hit 4 or 5 three's in a row, and would become just unstoppable. Waters has shown he can shoot with range, and he has shown he can shoot with the game on the line. He hasn't exploded on anyone the way CJ did.

Passing is close, I think people forget how good a passer CJ was. I remember a halfcourt bounce pass to Blanton for a layup that was sick. Honestly think Waters has the better teammates around him (compared to CJ's freshman year), Chris would make unbelievable passes that didn't result in scores.

FT's- I don't think Chris ever dropped below 90% in his career.

Defense- I thought CJ led the SEC in steals too, his hands were extremely quick.

None of this is meant to disparage Waters, as he is great. But just like seeing an extremely athletic big guard who could score would remind you of Jordan (but not be better than him), I think this is the case with Waters and CJ. He reminds you of him, but he isn't there.

Someone said "give him time". At this point in CJ's career, he was already leading the nation in scoring. Just consider that.
