Owned by Dr pepper Snapple, but coke and Pepsi distribute it in certain states.
Made by coke in Europe, made by Pepsi in Canada.
Edit: not owned, made

Dr Pepper is owned by Dr Pepper Snapple Group in the United States. There are a series of licensing arrangements with Coke, Pepsi, and independent bottlers to distribute DP across the country; hence, the confusion on which company is the brand owner.
The core of Dr Pepper Snapple Group was formed when Cadbury Schweppes spun off its beverage Americas business to focus on confectionery around 2009. The rest of DPSG as it sits today was formed through a multitude of brand acquisitions (brands such as Mott's, Snapple, IBC, etc) and bottler acquisitions shortly after being spun off.
