Yes

But oddly enough they're not very good. I've seen studies that show that HR isn't even that good at making hiring decisions within their own department.

Because they lean on metadata, and make hiring decisions from that data, not based on any real knowledge of their industry.

They aren’t. They tend to look at job title and specific skills as opposed to job duties and transferable skill sets.
