Not overtly. You would have to infer that Bill knew because the Attorney General of Arkansas got a call from Bill and subsequently allowed Seal to go after being arrested by every alphabet agency in the federal and Arkansas state governments.

I wasn't familiar with the story, but I got the Clinton implication. And I think George W Bush made a cameo.
