No that's work permit and its an England issue.

Juan was also not going over there to join the Stoke academy.

England does this for non EU guys to ensure they are international quality or have the potential to be, so they can keep the standard of the league high.

Much easier for a 18 year old to join an English youth academy like Matthew Olosunde.

You took what I said hella literal... A EU passport makes it MUCH easier to get a work permit. And no, Juan wasn't trying to join Stoke Academy, but even for those that join the academy, they can practice but can't feature in any official matches without the work permit.
