In Texas public universities can’t be sued for failing to pay a buyout. They’re unenforceable against the school. See Mike Leach’s poured out suit against Texas Tech.

So why pay them then? If there are no repercussions then why are they paying Sumlins buyout? Because if they don't they'd never be able to hire an able bodied coach again so it's an empty argument.
As for the massive amount of money they have at their expense, the people spending it didn't get it by throwing it away. They will get tired of doing it if the hires keep failing miserably. So again an empty argument.
