No it's not. It's what they charge them with for cooperation. Ask George Papadopoulos.
And this could be huge for Flynn, he's also being investigated by the Pentagon over Russia/Turkey. He hasn't admitted to any specific crime other than lying to the FBI, it could've been so much worse.

It's also what they get you for when you're guilty of worse, but you agree to squeal on the bigger fish.
Flynn's lawyers stop communicating with Trump. Flynn gets off easy with Mueller and Mueller even agrees not to charge Flynn's idiot son who is in this up to his eyeballs as well... Whatever Flynn is telling Mueller in exchange for this is obviously big.
But watching you all pretend not to have any idea about things like plea deals and cooperating witnesses is truly hilarious, so continue.
