Actually you can but only to a certain extent and it's not worth the time and effort anyways. But you do it with targeted exercise to cause blood flow to an area and then do some form of exercise. So like doing crunches then sprints can cause a small amount of targeted fatloss but only if the fatty deposits are there due to bad blood flow to the area.all while in a deficit. It's why boxers have leaner arms than the rest of their body, sprinters tend to have leaner legs than the rest of the body etc.
Like I said it's complicated and the effects are small and not worth it.
OP these specialized diets everyone is saying to do are the same way. Sure if, keto and other diets due cause a small thermogenic effect but it's so small it's not even worth it. I love both keto and if and it's because I prefer to eat that away and it's what I can stick too but they are not any better for fatloss overall than any other diet that puts you in a deficit.
Find a diet you can stick to while making sure you get enough protein to maintain lean tissue. It's really that simple.
