Not an abuse of power and totally acceptable:
Using the IRS to target special groups that don't align with your interests and using the FBI to wiretap political opponents during an election, or working together with networks to rig debates to force out a candidate, or working with foreign agents to acquire fake dossiers which are turned over and used against political opponents
Definite abuse of power:
Appointing special counsel to investigate possible abuses of power and bribery after facts and evidence has come out that leads an investigation back to a specific party.
