How late can a school announce kick-off time?

Are there rules governing schools setting kick-off around the weather?

TV sets the kickoffs

TV controls it, you have to have a really close lightning strike for safety concerns to win out.

But is there a rule, "TV can do what it wants," or is it something like, "whatever contract your conference has with a network, it still has to comply with these rules?"
And, of course, non-televised games...

The last non tv game LSU played was against kentucky in I think 2008 (maybe 2006), and that was probably even on tigervision.

TV sets knockoffs, officials can delay for lightning. I think it's an hour.
And it's just cold outside I don't think anything is getting cancelled today

With the SECN there are no more non-televised games.
The SEC has signed over rights to the game times to the consortium of TV broadcasters CBS, ABC/ESPN, and Fox. They set the schedule a week in advance to stagger the games for the greatest viewing. Many of us would argue the "greatest viewing" schedule as they seem to put the most interesting games all at the same time.

Schools don't make the announcement nor do they have a choice.
After mid-October I'll take a 2:30 kick anytime!!!

Of course not. Florida did it last year against us without our consent. We moved up the kickoff against Appalachian State in 2008 because Jindal asked for it.

It just seems there's some plausibility to the SEC negotiating some flexibility in television contracts. The SEC has leverage and the teams are mostly in hot places. Avoiding 100 degree heat indexes seems like a reasonable request.
