Simple, only people who pay taxes vote. If you are on govt assistance you lose your vote till you are off of it

We live in the effective extreme version of this vision. IN many ways we live in a plutocracy now where while suffrage is not determined by what one has or pays in taxes policy and law are basically bought by those with money and power.
