The SCOTUS order does not. It removes the 4th circuit opinion, but only based on a procedural matter.

The justices did not reach the question of whether the EO was constitutional. The decision only involves the procedural question of mootness.

I've said before and will say again that if the Court takes this up on the merits, they will either uphold the revised ban or use a procedural mechanism to let the ban stand without ever deciding on the constitutionality. I expect a 6-3 or 7-2 on that decision.

Bro come on, yes this was a "moral victory" for Trump considering the ban had already expired, but combine this with Kennedy's ruling last month and it is quite clear that SCOTUS is not going to rule against Trump in any case involving a travel ban.
