How was he blackballed? I believe his last season he played was a little below mediocre at best?

He's a backup caliber QB who wants starting QB money and will attract a Tebow-esque media circus. He also only fits a certain style of offense and teams prefer to have a backup QB who can step in and run the exact same offense that's already in place.
ETA: The only time he's been a starting caliber QB is when Harbaugh was his coach. Harbaugh is not in the NFL anymore.
