That and violent crime was way up starting in the 70's, all through the 80's until it reached its peak in 1991 (worst year on record).

One thing positive that happened under Bill Clinton's watch is that the murder rate declined steadily until he left office and continued to decline under GW and Obama.

CIA flies cocaine into USA, turns it into crack, gives it to a guy named Rick Ross in LA.

More the later, and even if both, what led to the crack epidemic? It was the War on Drugs.

From 1960-1980 there was a lot of drug use but not that big a jump in jail/prison. It may be because the drugs I saw happening back then were not strongly addictive. There was stuff like marijuana, LSD, speed and downers. No crack or meth. Heroin was around but not widely popular because you had to inject it.
