Translation: I'm praying for the economy to do poorly so I can get a democrat elected and pretend the economy is doing great when it does poorly under a democrat.
In other words, the economy wasn't as bad as many made it out to be over the last few years, and it's not as great as those some people are making it out to he now. Instead, it's largely the same.

The economy was existing/fueled on QE/ZIRP/Too Big To Fail Bailouts as Obammy and his Dim Drones were touting the faux robust economy during his reign of terror! In other words, we had hit rock bottom in 2009 and there was no where to go but up, even with Obammy as POTUS the economy still managed to advance, albeit at a less than a 2% GDP average during Obammy's reign.
