Is this a huge problem?

I realize there is a need for sidewalks in places, that can't be denied; however, do we need 40 million dollars worth of new sidewalks?

At 485K+ per mile maybe we need that many new sidewalks. I don't know, but I haven't seen a case made that tells me we need 82 miles of sidewalks.
But maybe we do then Broome needs to make her case.
