Why is govt past the interstate a major surface street? So people can dead end at the park? And have to go through neighborhoods just to get on Florida a little further?

Use North. That's why it was redone.

Lobdell and East Airport are the same as Foster, which is where North Blvd dead ends into

North Street peters out just past Acadian. North Blvd dead-ends at foster. Claycut is closed at Foster. People use government to get to jefferson and goodwood. It's a major east/west artery.

Also, the city needs to fix the badly timed light cycle on Florida by the General Hospital.
