I don't think there is a wrong move here.
Just tell him the situation. If you can't take the $1200 haircut, don't. If you don't want to take the $600 loss, don't. Just be honest about it, he'll understand. Better that than to bullshite him.

This is the only answer (screw the $600.) If it was me, I'd explain that it went into the shop to make sure things were straight (which would be S.O.P. for me) and they said you've got a $1,200 issue on your hands. Tell the dude you don't want to hang it on him, but somebody has to pay for the fix.
If you're selling it to him for less than it is worth, you shouldn't take a hit on it for the repairs. <---- that last sentence is exactly how I would present it to the buyer, as an honest take-it-or-leave-it statement. If he doesn't like the deal, shake his hand and tell him you owe him a cold beer for his time.
