Yet he seemed to think in his mind or the watch commanders mind they had probable cause to arrest her hmmm... but no charges were filed against her...IMO a judge should've been notified of the situation and ruled if there was probable cause or not...

Maybe so, but I think the real fault lies with the watch commander for ordering his LEO to arrest the nurse even though he knew there was no warrant. As it stands now he's probably going to skate while the LEO gets canned. Thats the real problem here.
