Sorry, I'm no help on hotels with a view. (I'd rather have a whole apartment for the price one pays for a room w/a view. If you're looking for a decent short term rental, try www.parisnicehome.com. Pascal is a great guy, and all of his apartments are well located.)

thanks...yeah im not stuck on a hotel, i just know the gf would love to be able to look out the window and see the eiffel tower (as would I). I have seen a couple apts with a fantastic view on air bnb i may do for 2 or 3 nights

Paris by a slight margin. I have been to both several times. Paris is the best restaurant city in the world IMO. Also the best for museums, architecture and just enjoying the ambiance. Rome is right up there on all of those counts. It is a beautiful and historic city with gorgeous churches, fountains and squares. Both are very walkable. You can't go wrong either way.

We stayed at the Hotel Madison in the St Germain Des Pres, which had a absolutely beautiful of the church across the street. I thought it was affordable (relatively speaking), and it was a lovely boutique hotel in one of my favorite areas of Paris.

If money isn't a concern, you really don't get better than the Hotel Plaza Athenee.

It's a tough call. Paris is our favorite city, but Rome may be more "must see" than Paris is strictly for the history alone. You can't go wrong either way.

Going in Feb or Mar causes me to recommend Rome. It won't be nearly as crowded or as hot as high season. A family friend of ours is a guide and as authentic a Roman as you'll find. Let me know if you'd like his contact information.

We like the Hotel West End near the Champs Elysee. It's a nice, 4-star boutique that's a 5-minute walk from the most convenient metro line on the right bank (near the Franklin D. Roosevelt station on Line #1). For something in Saint Germain, we like the Hotel Pont Royal.

You must be referring to the Église de Saint-Germain-des-Prés. I've never been inside it, but a group of us were mesmerized by it one night last summer walking to a great family-style bistro in the neighborhood called Le Cuisine de Phillipe. That walk and seeing that church at night are one of my favorite experiences in Paris. Walking through the SGDP at night when the streets are quiet is simply magical.

Going to Paris in September, booked through Expedia. I like yourself looked a lot at hotel with a view, but settled on Hilton Paris opera.. girlfriend likes shopping and it right near the Lafayette galleries. May take the train to London a day or two, also want to hit Normandy beach one day.

Le Relais de l'Entrecote is very straightforward: entrecôte Isteak), sauce, alumette potatoes, and a walnut salad. That's it, plus desserts. If you want french style steak, it's a good option. LINK. Several locations around Paris.
Unless you've been to Paris half a dozen times, I wouldn't bother dashing off to London for a few days. Stay where you are, enjoy the city you're in. If you need side trips aside from the WWII sites in Normandy, you can continue on to Mont St Michel or St Malo, or do Versailles or Giverny (Monet's house & gardens). Slow down, take your time, walk the streets, admire the architecture, eat diversely....don't get to one place, only to go running off to another. FOMO shoulnd't drive your leisure time.
