Its not enough to have a chip in the card.
If you swiped the card, you didn't use the chip.
And I have yet to see an ATM in the US use chips.

Its all about the merchant. They have changed the rules however moving the burden of fraud onto the merchant however IF they do not use chips.
I see more and more stores adopting the chip and/or NFC.
For instance, when I swipe a chip CC at Wal-Mart (INB4 TRASHY), it declines the transaction and asks me to insert it into the chip slot.
Wal-Mart wants no part of that fraud liability.

I'd bet at least .01% of Wal-Mart's daily revenue is fraudulent, which in WalMart scale is pretty significant. That'd be around $13,000,000 alone.

Yep. Also canceling or letting one in your name go so long without a purchase and it expires do the company cancel it. All bad for your credit

Using a credit card works great but you can still use the debit card and run it as credit and have the same protection
