The Federal Emergency Management Agency should take back $2 billion dollars in grants approved to fix New Orleans sewers and water pipes damaged by Hurricane Katrina, and to repair streets afterward, a federal audit says. FEMA says no.

The Department of Homeland Security inspector general's office prepared the audit. It says the pipes were old and in bad condition before the storm, and the city didn't have paperwork to prove the damages are disaster related, news outlets reported.

Disaster response hasn't gotten any better since then, either.

Should the Fed's get that money back?

FEMA should be dismantled.

If you build in an area prone to natural disasters and your shite gets destroyed by a natural disaster, and you didn't have insurance, too bad.

Yes. Every major city is repairing and restructuring their sewer systems without the help of DC. EPA says you can't have that stormwater mixing with turd water.

The city was sued and had to sign a consent decree in 1998, because it violated the Clean Water Act. Seems it is against the rules that raw sewage can't be mixed with drinking water, which was occurring in New Orleans East.

The deadline to fix those pipes has been extended three times. Going on twenty years and the residents of the lower 9th ward and New Orleans East pipes still aren't fixed.
