Mueller was part of the establishment crimes. He is heavily tied to pretty much all the main parties of corruption. He would be pardoned so that he can use his information to bring down the big dogs and not face time himself.

I seriously doubt whether they will "bring down the big dogs"; hell, Trump was initially inclined to let Hillary off.
I suspect that a *pardoned* (no formal indictment or pardon, as his precious *reputation* would be tarnished) Meuller will be used as leverage on the Intel Community Operatives for a 'come to Jesus' moment of repentance in regard to the Obama corruption of said Intel Community, to a degree that the new Obama/NSA monitoring information is validating. The day that evidence which confirms that Sean Hannity and Rand Paul were monitored...is the day hell breaks loose up there, as the Congressional Vote to REAUTHORIZE critical terror monitoring Programs is due in December.

And of course a pardoned criminal would still be allowed to prosecute others?
