Well, for one, the COA isn't under the control of the mayor. They're a private organization the receives govt money. Broome knew better and chose not to get involved. She like Kip kept her mouth shut.

Basically agree, but COAs are not private. They are very much a public agency as they are chartered by the state office of elderly affairs. Not Government, but not private.
To the larger point, no the Mayor does not have control over the COA; but she can't fire the police chief either and she ran on that as part of her platform. She could most certainly call for the head of the COA to step down.
