So, I am clear, you are saying we should reward them, more than their already nice benefits, for doing their job correctly and in a non-wasteful way?

When a private company finds ways to cut costs while continuing to maintain same level of service, it is rewarded by larger profit margins

Im necessarily supporting the OP but what he's saying is. "Do the same shite many private sector companies do to encourage better performance........ incentives"

Reduce base pay across the board and increase performance/efficiency bonuses.
