Anyone workout with this method?
My brother in law swears by it and is very strong and cut. Claims to only work out once a week for 30 minutes.

I had some books on super slow technique way back in the early 90s.

No more like 60second or more negatives on machines.
Many places that practice super slow take Medex, medex avenger or gen1&2 nautilus machines and have the cam changed to allow the training to be more productive using a unique strength curve.
I am a huge fan of eccentrics but I think super slow is boring as shite and body by science is More of a cult than crossfit.

This sounds exactly like body by science. I bought the book. You're essentially trying to exhaust your glycogen and wipe out anymore response at the neuromuscular junctions using one incredibly slow rep.
I tried it a few times using body weight. It's really hard, but I never really felt depleted after a few moments of rest.

The cams make it easy to control the negative and can be easily modified to make the negative harder than the concentric portion.

how does one do that? can you do that on any machine or does it have to be medex?

If a machine has a cam it can be done but you have to know how the cam affects the strength curve then have it modified to make the negative harder. Google it, it involves fabrication though and abbey good understanding of how the cam works and affects the strength curve.
