I'll ask you the same thing.
How do they drive? How do they buy cigs and alcohol? How do they fly? How do they open bank accounts? How do they get medicine? How do they go to the casino? How do they rent a hotel room?
An id is a vital part of your every day life. And to claim that people are unable to get one is not only willful ignorance, but it literally contradicts every facet of modern day life. It is impossible to go through life without an id in today's world.
Maybe my downvote stalker would like to chime in and answer said questions?

White 71% 95% 5%
Black 12% 87% 13%
Hispanic 11% 90% 10%
Other 6% 89% 11%
Don’t Know 1% 49% 51%
Total 100% 93% 7%
That means 23% of Black and Hispanic have no confirmed ID.
Add in the White and other and that's 39% of the population without a confirmed ID
