well at least you've admitted it. But youre banking it on a 1700s, false, and racist stereotype of blacks as lazy and shiftless. Not saying you are, but thats what you (and the GOP in your words) are basing their reasoning on. Is that not prejudice coinciding with a discriminatory political tactic?
Perhaps the "lack of effort" is compounded by various real world measures, many which are noted. Impossible literacy tests, even for the educated. Lack of economic flexibility that doesn't allow them to get to DMVs during work hours (this is a bummer for everyone, i realize, but it compounds on the problems the poor already face). Lack of knowledge, etc ... I could go on about REAL reasons why this bloc faces the problems it does when getting an ID, but its easier to give way to lazy, baseless, self-perpuating stereotypes that fill the archetype for how we believe they are innately.

Honestly, I think that's more a class thing than a race thing in 21st Century America. And, like many stereotypes, it is based on at least a little tiny kernel of truth.
I've gone to school, served with, worked with/alongside black and brown folks of all classes, background, education levels, etc. They're human beings. They're not zoo specimens. They're not children. They're not aliens. And I've NEVER heard one exclaim how anyone kept them from getting a driver's license or ID.
Never.
