All six DI UCalifornia programs, four of which compete in the Big West, wear a variation of blue and gold. The two Pac-12 programs both have bears as mascots.

Doesn't explain Cal Poly, Cal State-Bakersfield, Fresno State, Cal State-Fullerton, Long Beach State, Cal State-Northridge, Sacramento State, San Jose State, nor any of the dozen private DI programs in the state not having bear mascots.

You forgot the biggest fact of them all UCLA's fight song came from Big C Berkeley's fight song and they renamed it Sons of Westwood
Back in the early 20th century they had what they called All university weekend featuring UCSB, UC Davis, UCLA and UC Berkeley. A doubleheader that was held in either Berkeley or Los Angeles with Cal playing UCLA and UCD and UCSB playing
Not to mention that all UC schools except for UC Merced are very highly rated universities

That does not explain the two honorary UC's having different mascots

The Buffaloes and Longhorns aren't Bears
The joke may not be understood by all but it is because of three things 1) Amount of Californians at both universities 2) The Californication of Austin and Boulder 3) How open minded and highly regarded both universities are
