I am going to be serious for a second although it pains me to do so on the OT.
I had this exact issue. My daughter was born premature and was undersized for her age. She compensated by being a mean little fricker to the other kids and drew blood by biting them more than once. It got to the "if she does it again, she is expelled from daycare" stage.
We pinned a washcloth to her shirt every day and told her to bite it if she got mad. After about three days of the other kids giving her shite for having a washcloth hanging off her shirt, she begged to not have to wear it anymore and never bit another kid.

Sounds like the "biting stick" theory, although I'm pretty sure this kid wore the stick around her neck for most of a year.
