His image is a part why he isn't signed. Teams worry about the backlash if they signed him.

He signed another 100 million dollar contract when he got out of prison.
If talent > controversies, you get signed. Period.

I may not be a fan of what he did, but do you seriously think that Fitzpatrick and Austin Davis are better than Kaep?
