it has the best action/fight scenes of any comic superhero movie

Well that's just wrong:

Winter Soldier Fight
Batman vs Bane
Spider-Man vs Doc Ock
Captain America and Winter Soldier vs Iron Man

And hell why not:

Superman vs Zod

Yeah, it was a decent fight scene but I found others much more entertaining... these.... if not for just the "dialogue" and sound effects alone.

Iron Man & Rhodey vs. Drones: "I think you should lead with that next time"

Rhodey vs. drunk Tony Stark: "Sorry pal...but Iron Man doesn't have a side-kick."

And as best action sequence(s) ever: The Avengers split team fight and Avengers in the battle of New York are both in a class of their own.

The Winter Soldier scene? You're kidding, right? That is one of the shining examples of why that movie in general, and the TWS himself, is so weak. Let's see, we have the typical Hollywood "the higher rate of Fire a weapon has the fewer people actually get hit" syndrome. TWS, allegedly a super soldier and expert with weapons, completely eschews cover or concealment and walks down the middle of the street while dramatically reloading the weapon. And what the hell does his partner do while CA and the Winter Greaseball are squaring off in the street? There's no gunfire in the background. Apparently, both CA's and TWS' squad mates just ceased fighting and pulled up a lawn chair to enjoy the show. You mean during the "Who's Bucky?" exchange, neither set of teammates could have bothered to put a bullet in CA or TWS? And ScarJo just ran away? No assistance for Cap? Just fled?

That movie (and the continuing arc into Civil War) was enjoyable, but pretty much a mess. The praise it gets here kind of surprises me. The Etch-A-Sketch level CGI when the helicarrier crashes in the background of Cap's fight with Bucky at the end would have gotten the movie absolutely ravaged if it had been part of the DCEU.
