Because if the state runs it anything like the Cresent City Connections toll for 25 years this happens -
Only 9 percent is used to pay off the bonds that paid for the second span, the ostensible reason to charge tolls in the first place. That debt will be retired two months before the tolls expire on Dec. 31, 2012.
The tolling operation is so bloated and inefficient that it actually costs $1.35 to collect a $1 toll.

You realise that it was completely self-sufficient? Didn't take a dime from the DOTD.
