Yes it was.

She came out for it then had to reverse it. There were other things too. Winter fuel allowances. Her cuts in police were hammered, especially after the terror attacks. Corbyn and Labour hit her hard repeatedly and she never really responded.

She never seemed to have any urgency over this. It's as if she almost felt that she was entitled to a good result.
