I think option 2 would be better for that time of year, especially if he's never been to that area. It would probably be really nice with fall colors too.
I'd vote for Option One, the trip to Iceland.

If cold and rainy is a concern, going to Scandinavia in the fall is not the way to go

Not necessarily, it's happened that late before. Just depends on the weather and when the cold starts hitting.
